New York School Plan Announces Addressing Bus Driver Shortage

State officials believe the plan will very quickly over bus drivers on the road. Do you think this will work?

On Wednesday, Governor Kathy Hochul announced a plan to help address a critical shortage of truck and bus drivers. His plan is to dramatically expand the availability of on-road testing for commercial driver’s license (CDL) applicants.

The initiative would allow qualified third parties to offer road tests, which would create more test sites throughout the state and increase the capacity of existing sites managed by the State. The officials believe that this will significantly reduce the time required to get qualified CDL drivers on the road.

“As we continue to fight this pandemic, we remain committed to expanding opportunities for New Yorkers, supporting our schools, and doing all we can to address supply chain issues that have affected many. businesses in our state and country,” Hochul said. “By enabling third parties to take the road test for truck and bus drivers, we will create new opportunities for New Yorkers to start exciting careers, so our children can go to school and to ensure vital goods get to where they need to be.”

The New York State Department of Motor Vehicles will hold a public hearing on Wednesday, January 26 to hear and consider comments on the plan. The hearing will take place virtually via WebEx 10:00 to 12:30. It will be open for public comment after a brief introduction by DMV representatives. Written comments can be submitted to [email protected] from January 18 through February 4.

During the public hearing, the DMV will provide an outline of the proposal that calls for a phased rollout of this initiative that would initially allow other state agencies and authorities with large commercial vehicle fleets to begin performing CDL road tests.

The second phase would include qualified private entities. The DMV will establish a strict monitoring system to ensure that qualified CDL trainers administer road tests safely in accordance with state and federal regulations, officials said.

The DMV will use feedback from the public hearing to assess and develop an implementation plan.

“At DMV, we know how important it is to have qualified truck and bus drivers on the road, and we are committed to doing what we can to meet the need,” the DMV Commissioner said. Mark JF Schroeder. “We look forward to gathering public input at this hearing and then taking action to allow qualified third parties to offer CDL road tests to give New Yorkers a greater opportunity to take the test and get good jobs behind the wheel of these essential vehicles.”

This new proposal is part of a series of steps taken by the state under Governor Kathy Hochul to remove barriers and hire more drivers. In September, Governor Hochul introduced a variety of measures by several state agencies to address the shortage of school bus drivers.

As part of this effort, the DMV has accelerated the process of obtaining a CDL removing the waiting period of 14 days between the test license and road tests. The state also increased the capacity to administer road tests and, through cooperation with the DMV offices run by the county, increase the testing capacity for the written examinations.

Additionally, New York opened new CDL Driver Testing sites by partnering with SUNY, the Thruway Authority, the New York Racing Association and the Office of General Services to utilize large lots at their various sites for a road test. For school personnel who held an existing CDL, the state implemented expedited testing to obtain a license that allows them to temporarily drive vans and buses.
